A cinnamon bun packed for sale is an enriched dough: wheat, milk and usually egg. The cinnamon and sugar are not allergens. Icing and cream-cheese frosting are where extra egg or milk appears.

What this teaches
Emphasise milk more than once. A cream-cheese frosting is more milk, not a new allergen name.
Is this PPDS?
Buns in bags or boxes before the customer chooses them are PPDS. A bun taken from an open tray with tongs may be loose food.
Questions
Is cinnamon an allergen?
No. Cinnamon is not one of the 14.
What if the icing is royal icing?
Royal icing is often dried egg white. That is still egg.
